Head of Revenues, Benefits and Assessments

Responsibilities

We are seeking a dynamic and experienced individual to join our team as the Head of Revenues, Benefits & Assessments. This role provides strategic leadership, operational management, and financial control for the Revenues & Benefits, Credit Control and Financial Assessment and Deputies service areas, using transformational change to drive continuous improvement in service performance and the delivery of high-quality strategic aims and performance targets. You will also be an active member of the Finance senior leadership team with collective responsibility for the managerial leadership of the Finance Service, encouraging a culture that promotes the values and behaviours of the Council.

Salary up to £85,106 per annum dependant on experience. 

About the role

As the Head of Revenues, Benefits & Assessments, you will provide strategic leadership, operational management, and financial control for the service area. You will be responsible for planning, developing, delivering, and managing the Revenues & Benefits, Credit control and Financial Assessment and Deputies services to ensure compliance with legislation and high standards of service delivery. Your role will involve contributing to the strategic direction of the service, developing and implementing policies, managing stakeholder relationships, and overseeing performance and quality management systems. You will also be accountable for managing a revenue budget of approximately £1.5 million and monitoring a collection fund of about £0.7 billion.

About you

To be successful in this role, you will need:

  • Substantial experience in planning and delivering a Revenues & Benefits service, with expert technical knowledge and experience.
  • A proven track record of senior management success in a Revenues and Benefits service.
  • Extensive knowledge and understanding of the Revenues & Benefits service area, including systems, policies, practices, procedures, legislation, and major issues.
  • Excellent interpersonal, communication, and presentation skills, with the ability to engage and influence a wide range of stakeholders.
  • Strong leadership abilities, with evidence of developing and managing multi-disciplinary teams.
  • A degree-level education or equivalent standard, and relevant professional qualifications (e.g., IRRV, CIPFA) are desirable.

Person Specification

Essential:

  • Substantial experience of planning and delivering a Revenues & Benefits service, with expert technical knowledge and experience.
  • Extensive and comprehensive knowledge and understanding of the Revenues & Benefits service area; the requirements, systems, policy, practices, procedures, legislation and major issues facing it.
  • Proven track record of effectively managing significant budgets and ensuring the delivery of services within agreed resources.
  • Proven ability to identify standards and performance requirements for own and partner organisations and deliver effective performance management.
  • Authority and credibility to work effectively in a political environment establish positive and productive relationships with stakeholders and engage successfully with colleagues, partners and customers.
  • Excellent interpersonal and communication and presentation skills, with proven ability to communicate effectively and persuasively to a wide range of audiences both horizontally and vertically throughout the organisation.
  • Excellent persuasion and negotiating skills, in order to motivate people and partnerships and influence outcomes critical to the success of the service.
  • Able to analyse complex information quickly, reaching and articulating decisions with clarity, to deliver solutions that command support.
  • Proven track record of managing major projects, policy development and success in delivering major organisational change.
  • Proven leadership ability, with evidence of developing a multi-disciplinary team approach, managing staff, inspiring confidence, encouraging, motivating and influencing others.
  • Proven ability to think innovatively and conceptually and deliver against this.
  • Evidence of enthusiasm, drive, commitment and energy demonstrated in achieving goals. Resilient and positive despite setbacks.
  • Proven track record of senior management success for a Revenues and Benefits service.
  • Educated to degree level or equivalent standard.
  • Relevant professional qualification (e.g., IRRV, CIPFA)
  • A full driving license required to be able to carry out the role
