Responsibilities
We’re looking for a dynamic Procurement Strategy, Systems and Performance Manager to lead the configuration and operation of our e-sourcing and contract management systems, ensuring compliance, efficiency, and innovation across the Council.
Our new Commissioning and Procurement Hub ensures collaboration with our clients to develop and execute a procurement strategy to achieve their defined success criteria. We bring together experiences and lessons learned to ensure the most effective approach. Our new Commissioning and Procurement Hub supports all stages of the commercial lifecycle, complementing client teams to maximise value.
About you
We’re seeking someone with:
- Substantial experience in a complex organisation within a relevant specialist field.
- Expert knowledge of procurement regulations (PCR15 & PA23) and e-sourcing systems.
- Strong analytical skills and experience in statutory and operational reporting.
- Excellent project management and ICT skills, including Microsoft and specialist procurement software.
- A degree-level education and a relevant professional qualification (e.g., CIPS Level 5, CIPFA Diploma).

About the role
In this pivotal role, you will:
- Act as the strategic owner of procurement systems, driving operational improvements and efficiencies.
- Manage the Council’s e-tendering and e-auction platforms, ensuring compliance and mitigating risk.
- Maintain and update key procurement policies and protocols, including CPRs and the Social Value Policy.
- Lead in-depth spend analysis to inform strategic decisions and identify opportunities for improvement.
- Oversee procurement reporting, including statutory submissions and internal performance metrics.
- Support procurement compliance across departments and manage the administrative function of the service.

Person Specification
Essential:
- Substantial relevant experience as a technical / professional expert in a large complex organisation within a related specialist field.
- Good demonstrable understanding of the statutory reporting requirements around commercial, third-party agreements.
- Expert knowledge and understanding of the systems, policy, practices, procedures, legislation and emerging developments within the scope of the specialist area.
- Deep understanding of procurement regulation (PCR15 & PA23)
- Understanding of processes involved in the commissioning and procuring of goods, works and services across a complex organization within a regulated environment.
