Consultancy Support Requirement
Buckinghamshire Business First is seeking a consultant with expertise in labour market analysis, skills planning, and stakeholder engagement to support the development and delivery of LSIP 2.0. The consultant will work closely with BBF’s LSIP Manager and Research Manager to deliver the following:
Scope of Work
- Review Buckinghamshire industry sectors to identify new and emerging skills priorities.
- Develop occupational and skills pathways to meet employer needs.
- Identify key skills gaps and propose solutions for:
- Work readiness skills
- Digital literacy (including AI literacy)
- Leadership and management
- Green skills
- Connect existing education and training routes to create more impactful pathways for key sectors.
- Engage employers to address skill gaps and latent skill gaps.
- Collaborate with the BBF Research Manager to develop relevant labour market and skills data.
- Support the LSIP Manager in relation to Sector Employer Group meetings.
- Provide specialist advice and support to BBF colleagues and stakeholders.
- Produce reports and presentations for employers, providers, and stakeholders.
- Respond to queries relating to the LSIP and contribute to public speaking engagements as needed.
Applicant Requirements
- Proven experience in education, training, or workforce development.
- Strong background in labour market analysis and stakeholder engagement.
- Demonstrated ability to deliver funded programmes aligned with DfE or equivalent standards.
- Ability to work flexibly and collaboratively with BBF teams and external stakeholders.
- Able to demonstrate methodologies you would use to undertake the contract and provide examples of similar work undertaken.

Timetable
Deadline for tender submission: Friday 14th November 2025
Notification of outcome: Monday 17th November 2025
Project completion: Monday 31st March 2026
This is an open tender; if fewer than three quotes are received, BBF may proceed to contract due to time constraints.
