Domestic Building Envelope Energy Efficiency (DBEEE) Grant

Buckinghamshire Council’s new Domestic Building Envelope Energy Efficiency (DBEEE) Grant is now available - presenting an opportunity for local businesses.

The grant will provide up to £30,000 per eligible household for residents to install the following energy efficiency measures at their property:

  • Roof insulation
  • Cavity wall insulation
  • External wall insulation
  • Loft insulation
  • Window replacement
  • Secondary glazing
  • Door replacement
  • Other works where exceptional circumstances apply

Requirements for contractors

Contractors must be a TrustMark Registered Business and must adhere to the most recent versions of PAS2030 and PAS2035 standards.

The selection of an eligible contractor will be the responsibility of the grant applicant. The council will make no recommendation of a particular contractor to undertake the relevant works, has no obligation to monitor or manage the chosen contractor's carrying out of those works, and has no liability to the applicant in relation to that contractor’s non or poor performance in respect of those works. 

Eligibility for grant applicants

To qualify for the grant, the grant applicant must own and live in the property in which works funded by the grant will occur, as their only or main residence.

The grant applicant must also meet at least one of the following criteria:

  • the household has a combined annual income of £36,000 or less before tax 
  • a member of the household is in receipt of means tested benefits such as Universal Credit and Council Tax Support 
  • a member of the grant applicant's household receives a disability-related benefit such as Attendance Allowance, Carer’s Allowance, Personal Independence Payment, or Employment and Support

The property in which works funded by the grant will occur must also have an energy performance certificate (EPC) rating of: 

  • D, E, F or G; OR
  • the property does not legally require an EPC

All works funded by the grant must be completed and claim forms submitted to the Domestic Resource Efficiency Service by 31st December 2024. Grant claims received after this date will not be accepted.

The project is funded by the UK government through the UK Shared Prosperity Fund (UKSPF). Just under £200,000 has been allocated to support the scheme until the end of March 2025.
