Bucks Council launches Growth Plan to drive economic prosperity

The Buckinghamshire Growth Plan 2025-2035, launched by the Council at Pinewood on 11th September, sets out a bold vision for the county’s economic future, focusing on building a productive, inclusive, and resilient economy.

The plan was introduced at the Economic Summit with strong emphasis on collaboration between local government, businesses, and the education sector to drive growth and innovation.

Key strategic priorities of the plan include:

  • Growing high-value sectors such as creative industries (notably film and television), advanced engineering, life sciences, and the rapidly expanding space sector.
  • Investing in infrastructure, with a focus on improving digital connectivity, transport links, and the regeneration of town centres to attract new investment and jobs.
  • Developing people and skills, ensuring that education and training are closely aligned with employer needs to create a robust talent pipeline.
  • Fostering innovation through research and development, artificial intelligence, and partnerships with organisations like the Satellite Applications Catapult at Westcott.
  • Supporting partnerships and collaboration across the public and private sectors to maximise opportunities and address challenges such as inflation, business costs, and planning regulations.

The Economic Growth Plan also highlights the importance of leveraging Buckinghamshire’s unique assets such as Pinewood Studios, the National Film and Television School, and the Westcott space cluster, in order to position the county as a leader in both traditional and emerging industries.

The plan aims to deliver better jobs, higher productivity, and a thriving business environment, underpinned by a commitment to sustainability, innovation, and shared success for the next decade and beyond. There is a strong focus on supporting SMEs, encouraging inward investment, and ensuring that economic growth benefits all communities across Buckinghamshire.

The Summit also launched the county’s Investment Pipeline – a portfolio of major projects designed to attract public and private investment, including:

  • Westcott Space Cluster – A national hub for advanced space technologies, with plans for a National In-Orbit Servicing, Assembly and Manufacturing (ISAM) Facility and a National Drone Centre of Excellence.
  • Silverstone Technology Cluster – A global centre for high-performance engineering, including a proposed Silverstone Incubator Village to drive R&D in new propulsion and advanced materials.
  • Pinewood Studios & Creative Cluster – Home to blockbuster productions and the upcoming CoSTAR National Lab, an R&D facility that will put the UK at the forefront of immersive storytelling technologies – including gaming, virtual reality and on-screen entertainment.
  • Town centre regeneration – Major redevelopment opportunities in Aylesbury and High Wycombe town centres, helping create vibrant mixed-use spaces, attractive environments and new commercial opportunities.

By working together, we can build a stronger, more innovative economy that benefits everyone.”
